From where you are going to do your masters depends on what results you have in B.E and in which university you want to get admission. Going for masters terms that you are master in your relevant specialization hence choose a college which has good overall ranking and emphasizes on practical education. Nitin, you have to first identify a UG or PG programme where you would like to pursue civil engineering, pursue the colleges that are rated topmost for these programmes, approach them for their admission criteria and the admission formalities. Once you secure admission to this college and course, you will have better clarity on which visa you are looking for. You can then apply for a student visa for this programme. There are credit transfers programme for bachelor's so yes its possible but you need to share the preference of country, budget and TOEFL/IELTS score if you hv taken tests. For USA you also require SAT /ACT.
