The NIT cutoff is very High so you are not eligible candidate at NIT studies but you must try in other engineering college for your education they also give you best placement and education related to your course. So you must try in other colleges and universities for your education.

No, BITS does not provide admission under management quotas at any of his branch. If you want to take admission in BITS then you have to clear BITS Entrance Exam BITSAT with good score.

If you are looking for best University for to pursue higher education, you should not be area or location specific, I would advise you to choose best University on the basis of University ranking, placements, infrastructure, faculty members etc. Civil Engineering is the branch of engineering where more precision is required in executing theoretical knowledge in real-time projects. If that knowledge isn't sufficient, blunders can happen. So, if one is thinking of opting for civil engineering, more precision is required in terms of choosing the college. Let me tell you first that each year the cut off can change due to several factors like:
Seat Capacity
Number of students appeared
Difficulty level of exam etc. Well, as per last year cut off details, you have less chances to get SVU Tirupati in ECE domain, last year cut off in ECE was: 6210 in this college. You can get Chemical Engineering in this college. Cut off was: 29152.
