Yes, you can go abroad. But before that you need to identify the purpose. Is it for a job or to study. For job, it would be little difficult because one needs to have good work experience and knowledge of laws or taxes of that particular country in which you want to go. It depends on you and the programme you want to get into - are you targeting a Certificate Diploma? Post-Graduate Diploma? A Masters degree? Most universities and colleges accept 10+2+3 for PG Diploma and Certificate Diploma. For Masters, most colleges accept 10+2+3 but universities require an additional year of education for certain programs. There are some universities that accept 10+2+3 and some of them are as follows -
