Yes, you are eligible for lateral admission in this college based on your rank but it's a centralized process in Maharashtra and today only advertisement has appeared in newspaper that online registration will be beginning before end of July. College name matters a lot and so does the market value of the college.
Doing B.Tech from IIT and B.Tech from some ABC college are different, so is the case of B.Sc in nursing.

I would say a degree is much better. You'll have enough time to have hands-on experience and then placement.
