Hi Akshatha,
Yes, ofcourse they consider your Bachelor's degree marks. It's the main qualification criteria, without a Bachelor's degree they won't allow you apply for a PG course. The marks are highly important too. If you are applying to top ranking universities admissions will be more competitive. Entrance marks are additional requirements and depends which university requires what entrance exams. You should first do some research on universities outside India, learn their admission requirements by going through their websites, check the fee, admission deadlines, process, etc. and also decide which country you want to go to.
