For giving IAS UPSC exams, you need to have minimum graduation. Mostly IAS coaching don't have degree in association with it.

Yes, Anand you can change the university and can start your 2nd year in Osmania University if Kakatiya University which is your present university gives you all your submitted documents like transfer certificate
and Osmania University in which you want to go accepts your request of admission. Good Luck.

For Paper 01- Arihant can help in a good way. When it comes to the Subject Book - Mass Communication - Trueman, Arihant, Atlantic and even Upkar can be used. The issue is that the syllabus is too vast that we need to have 2 books to ensure good coverage.
