You can pursue both the degrees simultaneously but not as regular from the same college/university. Like if you are pursuing B.Ed as regular then the other one should be through distance or you can go for a dual degree programme.

Possibilities are there with 70%. You have to check the individual university websites and learn about the eligibility criteria. As part of the Campus France campaign many scholarship, funding and post study work options are available especially for Indian students. Knowledge of French language will be required for pursuing an undergraduate degree, you must also take the IELTS in addition to French language proficiency test. I will advice you to visit the Campus France for India website and learn about studying in France and opportunities available.
