Yes, you can easily get an admission into CV Raman University. The minimum percentage required for admission is 50% and since yours is well above that, it should not be an issue for you to get admission.

The upper age limit for TNPSC is an important criterion and for most of the posts is maximum 32 years for general category and 37 years for reserved categories. Yes, university is valid for pursuing PGDCA. The University recognition details are given below.
1. The University is recognised under Section 2 (f) of the UGC Act.
2. Other recognition include AICTE, NCTE, BCI and DEB.
3. It is the first University in the state of Chhattisgarh to be awarded an ISO: 9001-2008 Certification.
4. Membership of the Association of Indian Universities (AIU)
5. NACC B+
6. NIRF Ranking Under Top 200 University
PGDCA is 12 months duration distance learning course and the eligibility criteria is Graduate in any Subject. So you can pursue the PGDCA course. For more details please see the 2019-20 prospectus.

Different colleges have different fees. government colleges and private colleges have huge fees difference.
You will have to go through the prospectus of the course provided by the college to know more about the admission procedure, fees, eligibility etc.
