Looking at the previous year Cutoff for DTU (Delhi technological University), in order to get a sure seat for SC Candidate, you would need a percentile score of around more than 90 percentile rank of within 20000 (to be on the safer side) in JEE Mains to get a seat for SC category. It may vary.

The minimum eligibility for admission is class 12 (PCM) with atleast 60 percent marks in aggregate from a recognised board of education. However final admission is based on the JEE Mains followed by a Joint Admission Counselling. DTU B.Tech Cutoff 2023 Expected

No, you may not be able to get IT or CSE at NSUT at the rank you have specified according to last year's trend. However, EwS quota has been issued this year so it is difficult to predict the ranking but you are still not on the safe side with your current rank. But, yes DTU is not off limits. You will get IT at DTU in the first few rounds.
