Look, both the countries are very good but if you are thinking to get a PR easily, then go for Canada after studying 2nd year of MS you will get 2 - 3 years of work permit and after that, you can apply for PR. Now, the education standards of USA is better than Canada.

Yes, it is one year Masters and you save one year of your life. For ECE, you have many specialised Masters like M.Sc. Embedded System, wireless or telecommunication, voice over internet protocol, advanced network and so on. You can also earn the money what you invest and ROI is very high.

Staff selection commission has recently released the notification (F. No.3/6/2018- P&P-II) for filling up the JE (Civil, Mechanical Electrical and Quantity Surveying & Contracts) vacancies for various Departments/ Organizations in the Government of India. The posts are purely belongs to Civil, Mechanical and Electrical works. Hence, there is no scope of Electronics & Comm. Engineering. So, you can not apply for these posts.
