No, you can't do this.
Both are two different streams and post your Diploma, you directly get into the second year of engineering. So, if you want to do your engineering in a different field post your Diploma, it has to be the same stream.

You'll get going by last year stats - If it goes by it, you might be able to get CSE/ECE. The rank you have secured is pretty good, so you might get in the branch you like.

Sorry to say but until and unless you do not belong to any reserved castes, the rank you have scored is not good for admission in ECE branch, if you are in OBC, ST or SC, then please provide your category rank. There is Parul Institute, try getting cutoff scores of that institutes, you might get there.

Let me tell you about 2017 ECE batch:
The packages offered to 2017 batch was good.
The avg. package was around 6 LPA.
In all core electronic companies, only ECE people got placed. More than 90% batch got placed out of those who wanted placement.

Electronics and communication engineering is a good choice as it will open your way in communication sector as well as in the electronics sector. If due to some reason there is less job opportunity in one, you can go for another one.
