Hello Bharath,
As I am a Diploma in EEE student, I would suggest, you should opt for a Diploma course. Even the fee structure is less and if you do engineering it adds a greater value of your certification.
If you have better communication skills, you will get placed in a good MNC after the completion of your couse, but it is up to your skills.
Coming to the government jobs if you choose ECE then you can apply for BSNL (junior engineer) post after your Diploma which has intake every year. SSC (staff selection commission) will every year announce the open positions for the post of junior engineer. The announcement is made in the month of O

Both B.Tech CSE and B.Tech IT are similar engineering branches with 80 to 90% overlap in syllabus. Both subjects prepare students for jobs as software engineer in IT industry and its related jobs. B Tech CSE is treated as a superior branch over B.Tech IT in Indian IT industry. CSE prepare students for system programming role and IT prepares students for Application Development Programming. B.Tech ECE is the core branch of engineering which prepares students for electronics and telecom Industries. ECE graduates are also eligible for jobs in IT and ITES industries.

Both, ECE and marine engineering are good career option in the field of engineering with good scope and opportunities. Marine engineering is a sector specific branch of engineering with better salaries, but challenges in work life balancing. It is a stressful profession and you may join this profession, if you are sure about your interests and preferences.
ECE engineers are preferred in electronics, electrical, telecommunication, instrumentation, IT and ITES industries. Thus, it have wider career choices.

It's good to know that you are doing BE. No, your 2-year drop will not matter at all if you desire to pursue study in VLSI. Yes electronics and communication and electronics and telecommunication are same. They can apply for ECE stream related jobs. There is no difference in that.

If you want to pursue career in software then you can go for JAVA, DOT NET or other certification courses available in softwares. Normally software companies are recruiting ECE students. If you want core Electronics job then you can go for courses like MATLAB, Tanner, Microprocessor which will help you in getting job in core industry.
