It is good to pursue offbeat careers. You need to do BA in psychology first and then there are variety of branches in which you can do PG. You can select it at the time of admission.

I understand and appreciate your interest in pursuing Electronics and Communications Engineering. It is a very good branch of engineering. There are wide range of job opportunities for ECE students throughout the world. In fact in many public sector jobs in India, the students from ECE are highly recruited than any other group. The other advantage of this group is that students can easily drift from hardware field to software field if the familiar with some computer languages but the converse is not true.
