It is possible to apply to any government recognized distance learning college in India by appearing for their entrance exam. For engineering there are various entrance exams, so it won't be any problem to do that from India.

As you have completed B.Tech in ECE, you can appear for GATE in ECE branch. The students who have completed B.Tech in computer science, information technology or software engineering can appear for CSE in GATE 2017.

Manipal Institute of Technology is an excellent option for doing B.Tech in ECE for those who are unable to crack JEE. It is old college with good reputation for higher studies and job. Living in hostel is not mandatory but preferable.
