A desktop engineer is responsible for the hardware and operating systems to support business functions. They may or may not support the applications like databases, web services etc.
The network engineer is responsible for the infrastructure that ties all of the systems engineers computers together.
With 'the cloud' terms like cloud architecture and dev ops engineering seem to blur these lines a lot.

I do not see a reason why pharma and chemical engineers cannot open a drug store. Certifications, licenses and permits are dependent on the laws governing your location. Each state has a board which evaluates pharmacies and grants licenses. You should contact your state pharmacy board for a permit or a license to open a pharmacy store. If you find the laws complex, you should consult a lawyer who is savvy with the laws of the locality where you would like to open a medical shop, and also use them for the necessary paperwork.
