Engineering has immense scope nowadays. With IT companies on the rise and ever increasing expansions this industry requires skilled and trained engineers in their portfolio. This might be the only field which does not require Masters degree to be successful. Regards.

This will ideally depend on your career goal and personal interest. I can advise you to do an MBA at this stage, you can specialize in general management or operations management but do it only if you want to attain a higher managerial role now. Or you have to check for programs based on your personal interest.

You need to ask yourself which field is best for you. Yes, you will face few problems in getting a job after completing engineering, but that doesn't mean engineering is not good. Moreover, it takes 5 years to complete medical studies after which there is still no guarantee of a job. Ask yourself, what to do? For abroad, there are many options available.

Yes, you are eligible for B.Tech. You can take admission in any of the college which provide lateral entry in civil engineering which will be of 3 years. In a private university, you may get direct admission on the basis of your Diploma score but you need to appear for test if you're applying in government university. I hope I've made myself clear.
