Hello Zeibak,
This is now a deemed university and is not to be confused with Punjab University. Being a deemed university, it has powers to decide it's own methods of admission. I am attaching a link that will give you all the required information.

You can do B Tech from any University in lateral entry mode. However, for a Diploma pass student, doing AMIE is the best option, if he is not willing to sacrifice his present job.

Hello,
There is bad news for aspirants of BE via distance education. SC has canceled degrees of many students awarded by such universities. It's best to join some college. If it's not feasible then I would suggest you to clear AMIE which is considered as equivalent to engineering graduation.
