Yes, some universities in Australia and London offer B.Tech.
Even my friend got admission in a college in London after completing Diploma.
In Australia, the University of Sydney offers B.Tech through lateral entry.
In India, except for central government controlled and few private universities, all universities offer direct admission to the second year through lateral entry.

Hello Bipin,
There is no concept of provisional admission if you have a compartment. Only after you clear compartment, it is considered as passed and then only you become eligible for admission in any college.
