Naveen,
Yes, there is an option of choosing a college by yourself but the college you got is on the basis of closing rank. You can participate in the counselling and then fill the option of college according to your closing rank.

Lateral entry admission is for students who have completed Diploma in engineering or B.Sc. You as a B.Tech student is not eligible for lateral entry admission in BTech. However, you can seek transfer to another college in the second year. The process of seeking transfer is full of challenges. For transfer to take place, you must get admission in another college in the second year and your current college must be ready to release you. Sometimes releasing colleges ask for next three years fee to release a student because their seat may go waste.

Lateral entry admission is for students who have completed Diploma in engineering or B.Sc. You as a B.Tech student are not eligible for lateral entry admission for B.Tech in DTU.
