A university does not need an affiliation as it is itself a University. You might be asking whether their degrees are acceptable at TU Nepal. This can be confirmed from. TU Nepal only. However, I am of the view that the degrees are acknowledged.

Dear Ashutosh,
I would like to answer your question.
If you talk about MSU- Baroda and LDCE. MSU is way more better then LDCE because it is far more old then LDCE and I would prefer you that you should opt for MS instead of LDCE if you got admission in Electrical Engineering. I BET you that your career will be far more brighter then that would in LDCE. 1000% MSU is better than LDCE. MS is accredited as A by NAAC. Thank you hope you liked it. Please upvote if you liked.

Sorry, but CAT exams are for Masters in Business Administration. So, before you do it you should have to complete Bacholer's degree or any equivalent course. After Diploma, you can't apply for CAT.
