Hi Shah,
If you are aiming for the best engineering college then you have to appear for an entrance test as maximum good engineering colleges with low fee structure are government colleges and require entrance exam scores. In fact, maximum colleges across India require entrance test and only the management seats are filled without the entrance exam.

An interesting proposition indeed, but this year organiser does not answer this question. Maybe if the marks are not rounded-off then with so many fractions floating around, this situation may not arise practically.
