MBA is one of the professional courses that have equal opportunities for students from every stream. Not just the commerce students, but students from Science stream also apply for admission in MBA colleges. Forget about the students opting for MBA after B.Sc. , engineers are also going for management degree after completing their graduation. Yes you can surely, based on your 12th-grade marks and because you already did mech, you are eligible and you will get admission easily, career-wise also in comparison to both civil engineering has a better scope, not that mech doesn't but comparatively civil is better. Actually to state it more clearly:
Mechanical engineers on average earn more than a civil engineer by $10 per year! However, the top 10% of civil engineers are paid more compared to the top 10% of mechanical engineers. So you have to work hard irrespective of whatever you choose, obviously, there is competition everywhere. However, in general, both streams are evergreen.

Yes sure. All you need to do is cracking and ranking very good in GATE(cse). But I will suggest that it will be better if you can continue with mechanical engineering in M. E. because your plan of suddenly switching your stream from core to noncore might backfire .

It would be easier if you choose Electrical Engineering. Well I'm not sure if there is some specific branch for transformer manufacturing but whatever it might be it will be under electrical engineering.

I don't think any college would offer such change in stream. But even if it does, (you might get IT but not CSE) you should be well prepared about the pre requisite. Learn C for starting because they already know C language as it was in their first year course. Moreover, their subjects might seem difficult to you as you've read mechanical engineering before.

Yes you are eligible. Candidates who passed 12th with PCM from any recognised board are eligible for engineering entrance exams like JEE Main KEAM VITEEE MAHE etc.
