No need to learn these as in the first year both C and C+ will be taught to you as a part of the course curriculum, But it's always good to have prior knowledge because you won't face problem in college then.

It is quite interesting query. You will get as many opinions as the experts you ask. At least presently in India, there are hardly any opportunities for placements in core areas. As per one report, majority of students use the graduation to pursue MBA or PG. Very few get placed.
