Yes, you can. Cut-off will be prepared by the college you have selected. it will be based on your overall performance in class 12th science and marks in the entrance exam.

Yes, you can do travel and tourism course.
Firstly, complete your Bachelor's degree and then do your Master's degree in country A and travel that country. If you want to pursue doctorate then go ahead with a great institute in country B and travel the country.

Eligibility:
A candidate must have completed Diploma in Engineering/ Technology with at least 45% marks.
Pass with 60% aggregate marks in Diploma (Engg.) (any stream) 3 years after 10th or 2 years after 10+2 (Non-Medical) or Diploma in Architectural Assistantship, B.Sc.(Non-Medical) or B.Sc.(Computer Science) or equivalent, subject to qualifying LPUNEST.

KJSCE offers B.Tech, M.Tech and Ph.D programs in different specializations at its Vidyavihar campus. The eligibility criteria for B.Tech course is 10+2 qualification from a recognised board.
