Hi,
These are the steps required to be followed for getting admission into IIT Bombay:
Firstly, aspirants need to qualify JEE Main. Top 2.4 lakh students who clear JEE Main will be eligible for JEE Advanced.
Step 2: If aspirants clear the first stage i.e. JEE Main, they need to appear for JEE Advanced. Admissions will be based on the rank acquired in JEE Advanced.
Step 3: After JEE Advanced results are declared, students need to appear for JoSAA online counselling.
The 2018 cutoff for CSE branch was opening rank 1 of first round and closing rank of 59 at round 7.

As far as I know, you can't do that. But, you can still check with NTA authorities.

Actually getting seat in private university is simple as compared to getting seat in government college so better you can opt for the CAP rounds and wait for your selection or you can opt for management seats in your favorite branch. If you want to get management seat I can provide you with the details.

It depends on your class and also, on your preparation time. If you are in class 8th then it will cost less compared to your class 12th preparation. But in general, the fees would be in the range on 90,000 to 2,00,000 INR in Delhi.
