Dear Supratim as of now it is advisable to go for PG into English. This will upgrade your qualification. However, make sure that you be focused and keep your scorecard excellent. It will open up your opportunities further. You can go for as a guest faculty for English in some government college. It will help you to go for even higher education further like M.Phil and Ph.D. I hope this would suffice. God bless you.

What you plan to study is not relevant to your education background. You must convince the university why you want to study HRM after pursuing your MA. Have a clear picture of what you want our career to be like and convey the same to the university in the form of a SOP. Your IELTS is also low, 6.5 is required for PG courses. In addition, you must have above 55% in your studies.

Hi Rishav,
Either IELTS or TOEFL is compulsory if you are planning to study abroad, particularly the countries you mentioned. You may still write to the universities and see if they can waive it off based on your scores. Otherwise check for English language pathway programs , please check with the universities about such courses.
