If you do not make it to merit list published by Delhi University affiliated colleges, you may not able to get admission in BA (Hons.) English as there is no management quota in universities.

So, there is no comparison among both the NITs.

Yes, it is necessary to speak in English for a B.Tech student. because mostly you will be getting a placement in an IT company or MNCs only. Here the medium of instruction is English and you need to know English to communicate with everyone.
So, it is essential to speak in English.
