You can do it from a private institute but from a government, it is too tough. You can apply for Ph.D.

Yes, it is necessary to speak in English for a B.Tech student. because mostly you will be getting a placement in an IT company or MNCs only. Here the medium of instruction is English and you need to know English to communicate with everyone.
So, it is essential to speak in English.

You have scored reasonably well in your 12th exam. English honours is a good course to do. After this, there will be plenty of opportunities for you to work. But it's a language and you must give enough time to learn.
