Yes you can get as the minimum M.Sc. Psychology eligibility is that the candidate must hold a B.A. Or B.Sc. Psychology degree from a recognised university with an aggregate of at least 50% marks.

Yes, it is possible to do service as well as apply for your B.Ed course with subject to written permission from your head of the department. Also, you can apply for distant mode B.Ed without any permission from head of the department and still do your job.

IGNOU allows students to complete their M.Phil degrees with ease. IGNOU Re-Registration date has been extended to 31st December 2022. B.Com (Hons) require attendance. And it's not necessary to go for no attendance college while doing CA. Regular college helps to grow your personality and makes you explore outside the books. So, it is better to have some hangouts too especially when you are doing something which requires you to study for 10-12 hours a day.

CA does not require college you just have to registered yourself at ICAI. If you want to pursue a degree or graduate along with CA go for B.Com. Jagran and christ college are popular ones.
