Possibilities will depend on your overall scores. Backlogs are never recommended if you are applying to a German institute, but if you have improved significantly then there is no reason you cannot apply. Admission decisions will depend on the university and its selectivity. They will also check your project work, research orientation, SOP and LORs, etc. You may refer to the DAAD website for specific details.

Unfortunately, you won't have options as 49% is not accepted by any university abroad. 55% is decent enough. Look for options in India and maintain a decent academics before planning to study abroad. Understand that study abroad is not easy and if you don't qualify, they won't let you in.

You have scored quite well in your graduation. As per me, your Chances are quite bright. However, universities abroad are always looking for consistency. So, your marks in 10th/ 12th will also be reckoned.
Best wishes.

Admissions are based on your academic grades, your IELTS scores alone will not grant you admissions. First, you have to check if you are eligible academically. If you don't meet IELTS requirements then you can retake or enroll into a bridge course. Kindly, mention your grades and education background for good guidance.

Migration to any country is easy if you study there and then apply for a job and work visa. Getting a job from India won't be that easy to either of the countries. In order of easiness, Canada, Germany and then USA for PR. You may also consider Australia. The best way is to check their skill shortage list and then look for a job or course accordingly.
