The general requirements are:
1. good first degree, equivalent to an overall result of 2.3 or better (according to The German marking system) in business administration, economics or a related discipline, obtained after a programme of study with a minimum standard full-time study duration of three years.
The minimum business or economics content of the first degree should amount to 60 ECTS credits, of which at least 10 should stem from economic/business research modules (e.g. data collection, data processing, mathematics, software development or statistics).

No specific exams need to be taken. You must take IELTS for English language proficiency. Most importantly, you must have very good grades. Knowledge of German language is recommended. Check the DAAD website for more information.

IELTS alone does not lead to scholarship. You can apply for the British Council scholarships. To study and to obtain scholarship in Germany one must be highly academic with excellent scores.

Hi,
The Bachelor's degree in any public or state university in Germany is almost free as there is no tuition fees charged, but the additional administrative cost, cost of living, etc. is always there which will also depend on the place you choose.
