The chances are low because of your BE marks. But, you can try because other two scores are brilliant.

It is the best place for mechanical engineers. You need to score high in IELTS, around 6.5 band and due to huge competition your Bachelor score should be over 80%.

Germany has maintained it's standards across all disciplines and so is the case with architecture. Most of the public universities offer it for almost free and your degree will place you well in all over Europe. So go ahead with your decision.

Yes, there is no tuition fee in German universities. German government offers free education. But, the cost of living is too expensive and you need to learn German in order to work there. I haven't seen people going for German universities to study computer science. If you are interested in Computer Science then try for US, Canada, Australia and New Zealand universities.

As per German standards your score is quite low, but you can apply for some paid courses (95% courses are free in Germany), now you can appear in IELTS and score at least 6 band and also appear in GRE because your percentage is low.

You should first concentrate on your B.Tech, you need to score at least 75% and then you can prepare for IELTS and score 6.5 band. It is a famous and most accepted English Proficiency Exam. You can appear for GRE for boost up your profile, but it is not mandatory.
