If you are going to pursue your masters in Germany, then definitely you can go without giving the exam. However it is highly recommended to take "Gothe" exams as it helps you in dealing with the German people and also without knowing German language its pretty hard to find jobs

Finding the best internships would be to go through DAAD. You can, alternatively, also reach out to the Universities you are interested in and write to the respective departments for a research internship.

You can start preparing from 1st year of graduation as for ILETS speaking and reading english should be at its top with the vocabulary so it takes time whereas in GRE you have to increase your practise in maths and reasoning and the form of GRE and ILETS are very coastly so try to practise as much as you can so that you can clear it in 1st attempt.
But fill the form of ILETS and GRE in your last year of graduation. till then keep practising.

China, Malaysia, UAE, Portugal, Belgium and other East European countries would be some of the options. It is difficult to mention a single college's name as these places are overall affordable. Do refer to QS ranking to see the best universities in these locations.

Hi
For master's in usa and Germany, you need to take GMAT/ GRE for mba or other areas respectively alongwith TOEFL/IELTS. Better the score in these, higher the chances of getting scholarships and admission in good universities.

Yes learning german is helpful as you need to interact outside the course too. Since you hvnt mentioned the course you are interested in, here is the list of requirements.The eligibility criteria may differ from university to university. So please refer to the University website for the eligibility criteria for the course that interests you.
1. Academics
Certification of Undergraduate study (Bachelor degree) in similar field
2. Language Requirement
If the course is completely in German, then proof of proficiency in German Language
German as a Foreign Language Test (TestDaF)
German Language Test for the Admission of Foreign study applicants
