Hi Rakesh,
University of Stuttgart, TU Darmstadt, Munich University of Applied Science, FH Aachen, TU Braunswick and Bremen University of Applied Science are some of the best. You may refer to QS World Rankings for more options. Scholarships are quite competitive in Germany though all universities have financial aid. You must have excellent grades to be considered for scholarships.

Its not mandatory but you may require it to interact among your peer group and professors. While choosing your university, do check if they offer mba in english or not before applying.

Since haryana board is a recognised one so there won't be any issue. For applying to Germany, you need to have good percentage 90% above + IELTS band 6 or above. While education is free but you need 8000euros to be shown in your account before admission. For rest of the info, read here:

here are some of the best engineering colleges of Germany where you can get admission
RWTH Aachen
FU Berlin
HU Berlin
Uni Bremen
Uni Cologne
but studying in germany requires a visa and it can take months to get a visa so in order to save one year i suggest you to go in engineering in india only .there are some colleges in Northern india like chitkara university,Lpu ,amity,thapar etc that provide education with international exposure along with good placements.
