Yes, you can. Please get an equivalency certificate from the technical board of education of your state. You should be within age limit too.

CS stands for what? Is it company secretary, computer Science or what? If Diploma in CS is recognised by UPSC as equivalent education, then you can. Better check with UPSC. Comdt Saxena Rakshaacademy.
