Yes, you can. The UPSC eligibility criteria want you to be a graduate in any stream. But, do give it a thought why you want to pursue fashion and then become an IAS. It gets quite contradictory.

Candidate must have completed a degree in pharmacy, pharmaceutical sciences or medicine with specialisation in clinical pharmacology or microbiology from a recognised university.
Age limit:
Min. of 21 years & Max. of 32 years.
Selection Process:
Written test & Viva Voce Test.
Viva Test.
