Hi Aromal,
NDA Exam Eligibility:
1. For the Army Wing of NDA
Candidate must be class 12th pass or equivalent examination conducted by a State Education Board or a University.
2. For Air Force and Naval Wings of NDA and for 10+2 (executive branch) course at Naval Academy.
Candidates appearing for National Defence Academy Examination must be class 12th i.e. the 10+2 pattern of School Education or equivalent with Physics and Mathematics conducted by a State Education Board or a University.

Even though the exam to be undertaken is popularly known as IAS exam, it is officially called UPSC civil services exam. The UPSC CSE consists of 3 stages: Prelims, Mains, and Interview. If you are targeting for civil services examination conducted by UPSC then it will be better to opt for higher studies than opting for a job. Civil services examination is very competitive. Yes, you can apply for JE (mechanical) in railways.
The JE exam is held for the junior engineers posts in different departments of the railways. You being ITI in Mechanical Engineering will get into mechanical department if you qualify in all the stages of the exam.
