UPES Dehradun is a very good college and many good companies visit here for placements. I don't know about which college you are talking about in Delhi NCR but UPES Dehradun is very good in infrastructure, placement, industry exposure and college life.

Yes, you can. But most of the universities conduct entrance test for the admission to MBA in HR. So, you have to clear those entrances to get admission for MBA in HR. Some of the entrance tests are named as XAT, MAT, CAT, etc.

You can go ahead and pursue PGDHRM (Post Graduate Diploma in Human Resource Management). This will help you have academic degree that is for one year and will help you grow in your career. Or, you can still go ahead to pursue one year Diploma in Human Resources which will also add value.

Work experience is never mandatory to pursue MBA, unless specifically mentioned by the college. Both freshers and working people are admitted every year in all the top-ranked HR colleges across India.
