An IELTS score of 6.5 is a decent score, but I am not very sure of what you mean by an aggregate score of 7.0. Is it the overall IELTS band scale you are referring to or your Engineering/ Graduation CGPA/ SGPA. However, whatever be the case, IELTS as the name suggests is an examination for International English Language Testing System. Hello,
Which course are you looking for? Canada universities accept 16 years of education whereas Canada colleges accept 15 years of education. The minimum academic requirement for Canada colleges is 55 percent. Your IELTS score meets their requirement. You can try and apply for Canada student visa for the graduate certificate courses. But it would be highly competitive for you to get admission. You can try for New Zealand or Australia also.

Hello,
If you have got the university offer letter, it means you have fulfilled their entry requirements to take admission to that university. So, you definitely get the study visa for Canada.

Hi Rajesh, Chances are good. Though your CGPA may be slightly below a competitive range it seems you have good profile. Try to add more extracurricular and achievements if you have. Your GRE score is damn good. The sooner you apply, higher the chances of acceptance and also may be scholarship. Try to apply by the first round of deadlines.
