It is quite difficult because the minimum band required for Masters is 6.5, but maybe it is possible in some Universities you should contact any good consultancy, they provide you full details regarding admission and helps you in selecting the colleges.

Here you have mentioned the academic profile of yours. Your scores are good GRE could have been better). You said that you have 12 months of work experience too that + point. However, probably you know, you also need to work on some qualitative factors too. For e.g., your company's brand value and your College also. What about your extracurricular? Yes, as you have queried, Public Universities in Germany do not charge any tuition fees. However, one may have to pay a token towards administrative charge.
