Always 4 years is preferred in comparison to 5 years if you are getting in the same branch. If you have interest in studying higher studies after B.Tech then you can proceed with dual degree.

I suggest you to go with Kharagpur ECE because than in electrical, ECE has more future job opportunities and also there will be more scope in going for higher studies abroad.

Your academic performance is really outstanding. The minimum overall CAT cutoff of top IIMs is remaining between 80-95 percentile. While the sectional cutoff is also important and is remaining between 70-85. The following components with their corresponding weightage plays important roles in a selection of a candidate.
IIM Bangalore criteria :
1. CAT : 25%
2. PI : 30%
3. What : 10%
4. Bachelors Degree : 10%
5. Work Experience : 10%
6. 10th Marks : 10%
7. 12th Marks : 05%
The above criteria can varying according to IIMs. for selection point of view you have to score above 98 percentile in CAT for more probability.

See If you do B-tech from IIT's And NIT's then you have not any need to go for M-tech As you placed with a decent salary job by Doing B_tech from there irrespective of the Stream.
However, for Aerospace Engineering There are some particular IITs in which This stream is available. If you don't get those IIT's then You have to do M-tech
But If you are from Average college or tier2 or tier1 college where you don't get a good salary of your desire then, In my opinion, go for M-tech.
