I don't think that Thapar Institute offers any type of Scholarships but you can go through their website once for more clarity.

Yes, you are eligible. There isn't any minimum percentage required for admission in BA. You just need to pass class 12th from a recognized board.

It's almost impossible for anyone to say as to how many seats are vacant, once the admission process begins. Normally the agency conducting the process keeps announcing after every round. In addition, some parts of your query, I could not unfortunately understand. Can you please be more specific?
