Yes you can apply. According to the official brochure of Maharastra CET, Maharastra-MBA/MMS-CET 2018 will reserve 15-30 percent of seats for All India candidates aspiring to appear for Maharastra-CET 2018

You should try applying abroad, it will give you a very good opportunity to gain international exposure and better career prospects at this stage. Give a try. You will have access to many global opportunities.

This will depend on your current profile, budget, career plans, etc. Since MBA abroad requires applicants to have at least 2 years of work experience first check if you meet the criteria. Secondly you must take the GMAT and MBA abroad is expensive. You can narrow down your final choice based on all these factors and decide. You must also see that you are enrolled into a good university, be it in India or abroad. So build your profile and plan accordingly.
