Yes, you can apply for the NET exam if you complete the post-graduation within 2 years of qualifying the NET exam. The NET Exam is held to determine candidates for assistant professor posts in colleges and university and for junior research fellowship awards. UGC NET exam is held for the arts, commerce and other stream candidates while CSIR NET exam is held for the Science stream students for the same purpose. The minimum eligibility to apply for the NET Exam is post-graduation degree for the recognised university with more than 55% marks.
