For taking admission in NIT one should have 75% in class 12th. You can try for your state government engineering colleges. Hope this helps. All the best.

Actually, we don't know the marks. We know the rank. Last year closing rank in heritage for CSE after 3rd round is 5030. According to JEE Mains, closing rank till 3rd round is 37364.

Hi
As you scored 53% and you belong to SC background you can get admission in any of the colleges. But it is difficult for getting admission into NITs and IITs. as per new rule , the new eligibility criteria for getting admission in NIT is having minimum 75% in board 12th exam and the merit of this year is expected above 150 marks in JEE; for General students. For SC/ST candidates, the eligibility criteria is 65% marks in class 12th. So its quite difficult to get admission in NIT. But there are many other colleges with similar rankings where you can get admission very easily. If you are confident enough to crack JEE, then you can go for 2nd attempt. If you have missed by a small margin to get into top 10000 rank. If you get rank under 10000, good chance of getting into IITs or NITs/IIITs. Also, a 2 year gap in education will be questionable going forward during job interviews. So, in my view, you can go for 2nd attempt, if you are confident enough to crack JEE with flying colors.

With JEE, it's really hard for you to get any college unless you're from some category. With your other rank you may get some decent state government college for that please check Shiksha college predictor for exact predictions.
All the best.

Based on your WBJEE rank, you can expect seats in Techno India Salt Lake Institute, same link can be used to check eligibility for Heritage College. Branch choice should be based on your field of interest. Looking at current trends, IT companies are offering jobs in great numbers so Computer Science and Information Technology will be good option to look. But before making any choice, do consider your field of interest.

Yes, you can do B.Tech CSE but you will not get any government college. Don't lose hope because of your rank. You can apply in private colleges. You can give entrance exam as well. Find the cut-off of previous years. Surely you will get admission but I will suggest you to do well in your B.Tech because this is not a good score. Don't lose hope. Give your best.
All the best.
