I hope you are doing well. As you said, you have qualified the cut off of your category in JEE Mains. So, you can go for government college if you have good marks and rank. Congratulations on your success. Yes you have chances to get into top 15 NITs first of all find the NITs offering EEE course and then find the last year cutoffs trends and then choose institutions in the counseling list wisely.

2017 was the last chance for you to appear. It is only allowed for three consecutive years after 12th for JEE Mains. And 2 for JEE Advanced. Hope it helps.
