Clarify your category first. If you are from general category then it is a little bit tough to get a government college. Other than general category, there is a possibility of getting a government college.

You can apply for JEE Mains but not for JEE Advanced because your percentage is less than 75%, but JEE Mains 2018 exam got over on 5/4/18.

JEE seems like a nightmare to the aspirants. If you too are a JEE aspirant, following is all you need to know:
The exam is conducted in two modes which are online (computer based mode) and offline (pen and paper based mode). Before filling the application form candidates must satisfy themselves with the eligibility criteria that they are eligible for the paper which they are applying for. Candidates whose date of birth falls on or after 1st October 1992 (for general and OBC candidate) are eligible to apply. I cannot tell you about your rank, but I can definitely say to you that you will be getting NIT or IIIT. So, don't worry about the rank. However, if you want to know about the rank, you can use Shiksha rank predictor too. Try hard of JEE Advanced so that you might get IIT even.
