Siddhartha, if you are looking for a low fee, better would be you try for admission in good private universities like LPU, Chitkara, MIT, etc. where your son can also get good scholarships in various categories. Thus, good education becoming affordable.
It is not just the scholarship but also the placements that are good. If we talk of LPU it is one of the best universities which has best placements in North India. Its alumni are working in reputed companies like Google, Yahoo, etc.

In case you fail to get your desired college try for admission in good private universities like Lovely, Chitkara, Mullana, etc.
If I tell you about LPU, it is one of the best private universities that is having best placements in North India.
They offer academically conducive environment for the personality development of their students.
They have made it easy for all to have good education by offering good scholarships on various criteria.

No, many colleges take admission on the basis of class 12th marks so if you unable to qualify the JEE Mains exam then don't worry. Try for colleges which can give admission on the basis of class 12th marks.

You should try in private college such as DIT University, Chitkara university, LPU, Sharda University, Amity University, Parul University, PDM university, Alliance University, Shobhit University.

It's sad to say but I have to, you didn't get any NIT college in this rank. But you can try for NIT Manipur or Sikkim. Gods know your luck brightens and you may get admission in this college. If this also not works then you may apply for other Govt. colleges on the basis of your JEE Mains rank.
