Through this rank of 215606 and 11944, you will not get any kind of IIT but you may get NITs and probably some of the low rank government colleges. So rather taking low government colleges, I would say that you should join private colleges in Noida, Ghaziabad, etc.

First and the foremost advice would be to learn all the basics only and only through NCERT. Now, you must have joined any coaching, so just solve the material and never go for the theory part. Follow your notes and have a short note or cheat sheet of each and every chapter. October to December should be devoted just to test series.
Take them very seriously.

Getting a seat in these colleges is very easy. You just need to have 60% above marks in 12th and since you have an average JEE score, you can directly contact them for the admission in their office. They won't offer you CSE or IT. But you can go for other branches.

No, you have to go through the paper of COMEDK for getting admission in the top colleges in Bangalore. You don't need JEE Mains for the same. Bangalore is the best option for doing CSE through colleges like RVCE, MSRIT, etc.

Chances are very less for you to get admission in Punjab engineering college at this rank. You should try JAC Chandigarh counselling and wait till spot round keeping the hope high and expectations low.

I think institutes give Admission to tuition Fee waiver seats only through counselling. Management quota seats don't have TFW category seats.You should approach them and talk to them regarding this. You will get best answer from Institute only.
