Yes, you can give the improvement exam of CBSE and your are eligible for JEE also but you have to appear in 5 subject to get seat in IITs or NITs or eligible for JEE through improvement exam.

No, you are not eligible to get admission there. Better try for some private colleges. Or, you can get admission through management quota.

Candidates appearing for JEE Mains 2017 must have passed class 12th with Physics, Chemistry & Mathematics in order to apply. However, for admission to IITs, NITs, IIITs & CFTIs candidates must have secured at least 75% of their class 12th board exams (65% for SC/ST students ).
But JEE Mains is over now, try for next year.

The number of attempts for JEE Mains examination is 3 times and that for JEE Advanced is 2 times. So if you have taken it in 2016 for the first time & 2017 for 2nd time then your last attempt will be in 2018.
Applicants date of birth should fall on or after 01 October 1993 (for general candidates) and 01, October 1988 (for candidates from SC, ST and PWD category).

About the scope, I would suggest metalurgy had a good scope but with a lot of work on itself. Conceding your marks if you have category or belong to home state still opt for a better branch in the collage. But if you have interest, metalurgy isn't a bad. Check out NIRF data too placed on site of college or NIRF site.

You can best try for your home state NIT. And then some other NITs of low rank. But the chances are maximum for your home state NIT.
