Your JEE rank is too low so you must try for a private college which accepts 12th marks or take their own entrance exam.

You may go through PEC University, Punjab or must try in Birla Institute of Technology Mesra for CS branch as they accept JEE Mains marks.

You must try in Thapar University or BIT University if you want a private college but I suggest you to firstly join the JoSAA counseling.

No, 63 marks are too low to get even in a B-grade college, either you should accept a favorably average college and focus on area of presentation skills, better performance in academia and emerge out or wait for another year and prepare well.

Ideally, the best place is home only. However, Kota marched ahead of all centers and now Hyderabad too has come up in a big way. But first amongst boys & girls are from Udaipur and Nashik respectively. Where there is will there is a way.
