Hi,
Most colleges have a provision for reservation / management quota. You need to contact the institute officials personally for specific admission details as it differs from one college to another.

Dropping an year is not a wise decision as there is no surety that next year you will be able to score very good in it or you will get IIT or NIT only.
So, better would be that avail what is coming your way and make the best of it. Whatever marks you have got in 12th and JEE try getting admission on the basis of that and continue with your studies.
There are many good universities available that have modern infrastructure, high tech labs., high qualified faculty and they are making quality education approachable to all.
