Keerthi, it's on the basis of both. But then there are a particular no.of seats for a particular category.
These days, your JEE score can get you a seat in some of the best private universities. Some of these also offer scholarships on basis of your JEE scores as well as 12th marks.

Yes, you can get admission inb an NIT. You can also get admission in IIIT and Gurukul too.

after ranking is announced on 30 June you have the fill the joshaa form and state university form then you can appear for counselling

its luck by chance
but honestly say chances are very low to get admission in NIT
btw if u keep Patience's till spot round then u can get Nit for sure coz many seats get unreserved
